I'm confused by your explanation. You describe in the diagram the WAN segment as an 'overlay network' (IPSEC VPN) but then you talk about routing the NATted packets via IBGP which is the underlay network. For consistency, shouldn't you be NATting the packets first, then treating them as 'interesting traffic' to run across the IPSEC VPN? I mean, that's how firewalls or other secure gateways work.
