For government employees or individuals applying for jobs under the OBC-NCL category, the income of the parents is considered, not the candidate’s income, if the candidate is not a Group A officer or equivalent. However, in cases where both parents are deceased, the candidate's income can be considered to determine eligibility for the OBC-NCL certificate What You Can Do: Refer to the DoPT Office Memorandum (OM) which provides clarity on income criteria. Politely request the Tehsildar office to refer to the DoPT guidelines. You can submit a written application with a copy of these OMs. If they still refuse, you can escalate the matter to the Deputy Commissioner/Collector’s office or the State Backward Classes Welfare Department.

Since if parents are no more, some states follow the practice of considering the candidate’s income for OBC-NCL eligibility, especially if the candidate is employed in a government sector job. If you are employed in a Group B, C, or D post (and not promoted to Group A before the age of 40), your income should not generally be the deciding factor. But state governments may interpret rules differently for administrative purposes. Clarification Needed: The DoPT's guidelines primarily apply to central government services. State governments might have their own procedures for issuing OBC certificates, which can sometimes lead to confusion.
