Because it's a dying industry. It will soon become mostly automated. Not to mention it's not exactly a lucrative or enticing option with seed companies essentially holding farmers hostage and forcing them to use specific seeds for specific prices. It's a sad state of affairs, but tossing high schoolers at it won't fix it. Especially when it's engineers/bioengineers who will really control agriculture soon.
