I have a “winner every time” machine missing claw. Does it have to have a motor on claw? It’s for candy so I’m assuming it is more like a backhoe bucket? Still can’t figure out if I need crane with a motor or not. Some are sold without motors can you help?

How does the pulley wheel that is connected to the same rod as one of the roller wheels not rotate with the roller wheel as the gantry moves from side to side? I'm building my own homemade claw machine and I am trying to figure out all the ins and outs of claw machine gantries so that I can make my own gantry.
