You need infrastructure, a.k.a. many charging stations, in a country/region for electric car to be viable. It's obvious, many countries don't have the funding to build this infrastructure yet. So, unlike ICE cars, over procduction of Chinese EVs can't be easier absorbed by other parts of the global.
