Personally, I dont like thay we can change Tera every week based on matchup. In my opinion, it should be something you draft around at the beginning of a season. Or if u want to change Tera, it should be like .5 pts or something. Or maybe 3 Tera transactions. Not entirely sure which would be best

Great overview! Another thing to note about Manaphy is that it gets access to Stored Power now, meaning sets like Take Heart/Acid Armor/Stored Power are incredibly frustrating to deal with.

How would teams be placed into divisions this time around? Would it be random or would it be based on last season?

Teams would be ranked based on win percentage going back through last generation (Seasons 11-17). there would be "ranked pairs" that would go in opposite divisions to attempt to achieve balance.

Are there enough draftable pokemon for 16 teams?

There theoretically are enough but they would be spread a bit thin. The plan is to do 2 parallel leagues. 2 drafts. 8 teams in each draft.
