This setup is impossible. The water surface elevation in the reservoir is lower then the elevation of the outlet of the discharge pipe. If the pressure in the vessel is low enough to suck the water up from the reservoir into the vessel, it would suck in air from the discharge pipe back into the vessel. Or, think of this another way. What if the discharge pipe was barely submerged in water in a tank. If you lowered the pressure in the vessel, from where would it suck in water first? From the lower reservoir or from the higher discharge outlet? The latter of course. Or, look at it this way: if you you routed the outflow back into the reservoir, do you really believe this system would keep recirculating the water forever?
