Bowser is the fastest in this game. The "speed" stat is actually the acceleration stat. Not sure how the translators messed that up.

Nice! Probably small speed loss on the mud exit. Try to begin charging the final boost immediately after exiting the mud. Also remember, if you hit multiple bumpers in a row, you gain a noticeable speed boost. If you can have a tighter mud exit, chain the bumpers, and release final boost over the wall, I think you can get a 12.2x
