yes this is safe but there are some possible improvements - Arduino dc pin se 7-12v tak operate ho sakta hai so it is better to use 2,3 1N4007 diode in series to arduino to drop some voltage to it so to be on a safer side, or haan jab bike start hoti hai to battery ki voltage 10v tak drop ho jati hai or jab aap accelerate kerte ho to 14.7v tak bhi chali jati hai. isliye aapko Arduino ke across ek capacitor bhi use kerna chahiye, lekin agar aapko ye sab jhanjhat nhi kerna to alag se ek 18650 X 2 battery pack bna lo or ek BMS(Battery Management system) ke saath istmal kro. Or haan yaad rakhna sabka ground common ker dena last mein

Moreover, you can use two separate sources of power but must assure that their grounds are common throughout the process/project.

Yes ofcourse you can use it., just a small suggestion - i know that you are making just a fun project so you try to keep the things as modular as possible, but if at any day you wish to make something serious then on my recommendation you can try a broken power back (which has very less weight of only battery and power module), you can also go for some quality but cheap powerbanks that doesn't have that 9 or 13 level security, because you don't need that. Also you will get introduced with BMS or battery management system in future for your more big projects, best of luck for what you are imagining in your head 👍
