Is it fair that American children should have to compete for higher educational opportunities and jobs in the future with illegal immigrant's children? Bilingual education starting at Primary levels in this country has created an unbalanced education between bilingual students and the students who speak only English for decades. The Bilingual applicants often appear favorable when seeking higher levels of learning and employment. Many bilingual migrant students are fluent verbally as well as written before they exit middle school creating an advantage in an already competive environment. If tax payers are required to pay for one group of students bilingual education then all students should be included so everyone has an equal opportunities in the future. Part of the the problem is that Public schools receive additional federal funding for migrant children through programs like Title I and Title III of the Elementary and Secondary Education Act (ESEA), But at what cost?That means the more migrants there are, the more money the school district receives.

No tax on tips comes with rules. You can not lower their stablished salary. Salary is one thing....tips is anorther issue. Both are not the same.
