I have a 1999 Elantra. Same exact setup. My idle speed control actuator was bad. (Just went bad one day, no notice). I had to put it in neutral at traffic lights so I didn't rear-end anybody. I ordered one from eBay, (decent brand, under 30 bucks). It came in the mail. I changed it outside, on a 32 degree day. Took me under 5 minutes to change it. Started the car, ran perfect, and the check engine light, went out IMMEDIATELY. Been about 5 months now, and still running great... and my Elantra just rolled 200,000 miles. Take care of these old Hyundai's, and they'll take care of you. A guy who worked for Hyundai told me, the cars that were built in Korea, (mine), are way more dependable, and told me to keep it is long as I can. I intend to do just that. I refer to it as the Turdmobile, but in all honesty, been the most reliable car I've ever owned. (Except for the damned window regulators).

Is it supposed to make that "air" hissing noise? I have that and wasn't sure if it's a vacuum leak or if it's normal. sounds like it's coming from the IAC and changes pitches when I move the IAC around. There's a hose that connects the IAC valve to the intake manifold and that seems to be where it's from, but Idle seems to be fine for the most part, but seems to take a bit to climb to highway speeds

Pointless video! Engine makes so much noise, no one can hear what you are doing, OR THE EFFECT. If it's not working... REPLACE IT.
