In my experience, the entire band is responsible. Guitarists write riffs but also tweak them when they rehearse with the drummer and bassist. Tommy Aldrige added so much to that song that is intangible that it wouldn't have sounded the same without him. The same for the legend Daisley on bass. But, those aspects are never covered by such a limiting process as songwriting credits. I've always respected bands who credited the entire band as one songwriting unit when they released music like Van Halen (Roth era).
