For the mobile platform users Don't worry I found the way it's easy first u have to make sure ur game base file and the dlc,update are of same region like if ur dlc is Europe and ur game file is usa, update,indo not gonna work u have to have all same region then after doing all that put the dlc and update and game of all the same region put them in the same folder then try running the game it will work 100%%

found a method on reddit that worked for me, ima copy paste it here So the launcher is trying to install Social Club, but failing. I'm not sure why. What I did was install social club manually from C:\Program Files\Rockstar Games\Launcher\Redistributables\SocialClub After installing it, you should try to open Rockstar Games Launcher, and when it asks for admin prevgiles for some sort of SDK, press no. It'll try like 3 times each time press no, and boom, it works. I know it's a sketchy fix but it was the only thing that fixed it. you should do this each time you start rockstar launcher (The pressing no part only)

EASY SOLUTION FOR ME Uninstall the launcher, install the launcher. As soon as it opens watch it, it will say connecting to rockstar games services. As soon as it switches to updating launcher, turn off your WiFi or unplug Ethernet. Wait for it to say “rockstar games launcher has failed to update” Then turn WiFi back on or plug Ethernet back in, and wait for it to fully connect and then click continue!!
