I think this is actually a STH-10B because it has its own cap and it has a thick cord look at the difference between this recording and other STH recordings

Do you know how rare these are? About 4 in the world! (active and about 6 total including inactive and active) and two of them are in PA! What makes them rare is their motor, you can tell it has a Valley Electric motor from the distinct sound of the wind up and lower pitch. Amazing catch.

There are way, way more than that that are active. The NY Capital District has several STL-10s that are in active use a fire sirens alone.

tiny update : if you think they have diffrent port ratios, they do, the STL-10 is 7 port, but that demay is 8 port, and, to be exact, the demay siren model i am talking about is a demay R3P. tho, you might be wondering, why does it sound the same if it has a diffrent port ratio ? the motor rpm is the answer, french sirens run on 50hz causing them to have either 3000rpm, 2950rpm or rarely 2850rpm (the case of the demay siren). because they run slower, it spins slower, meaning lower pitched. in my opinion i prefer the french sirens to these, they have better horns. but anyways, thats all.
