@@LHBH8 You know what is a hooligan dont you? If you dont then search it, dont be lazy. If you do, then what is not clear? Hooligans are not allow to enter the stadium, they have been identified by ID technology. Whenever a person wants to enter the stadium has to show his/her ID, simple.
