Back when wrestling companies, especially mid-sized territorial companies, could get away with not paying for the rights to mainstream music. Major record labels were either totally unaware or figured it wasn't worth their time and money to go after these wrestling companies for using their music. ECW would also go on to have that luxury & unfortunately for fans today, all that mainstream music has been stripped on the WWE Network & that content severely suffers from it.
