No one won or lost that debate. There was no debate. Joe just proved that he could not debate. Joe was there, but he could not do any of the things that needed to be done.

Jill Biden gave away the elaborate plan, just after the debate when she boldly declared "Joe answered ALL the questions with the facts, And , what did Trump do? He lied!" This was the plan. The scheme was that CNN would give Biden the questions so Joe could answer ALL of them and use lots of "facts." CNN had "fact checkers" and "debate analysts" standing by to evaluate the debate results. The cry would be that Joe answered all questions and used facts while Trump didn't answer ALL questions and Trump lied throughout the debate. All Joe had to do was recite the answers and stick to his canned memorized "facts" and the CNN teams would praise Biden and bury Trump with the common theme of Biden answered all and Trump dodged questions and lied about facts. BUT, Joe blew it. Joe melted under pressure and didn't stick to the rehearsed lines and script and Joe failed to answer the questions. Joe was so bad, CNN was unable to complete the planned ruse. Even with CNN's help, there was no way to convince people that Joe answered all questions with facts and Trump lied. Jill did her part and repeated the mantra they were supposed to repeat, but CNN couldn't salvage enough to attempt any kind of believable analysis. Notice the emphasis on fact checking before the debate and the silence afterward. CNN was left with no choice but to pretend they were all shocked and genuinely surprised at Joe's pitiful performance. Even CNN couldn't spin it any other way and they had to act shocked, else they would be exposed for hiding the knowledge of Joe's condition.
