Why does the Deltic also have a backup locomotive on the back, surely it's less necessary than for a steam train? Or is it just standard practice now for all railtours?

You are so privileged to have trains. In South Africa we used to have an extensive railway network even in rural areas. Since 1994 all went down hill. Google what happened in 1994 in South Africa.
