The biggest issue with rom hacks is the selling of such. If you are doing it for yourself, no company is going to go after you. Dont go advertising your rom hack site or try to sell it and you wont be bothered

I have that PC Engine/Turbografx 16 port and it's wild. I run the rom off a Turbo Everdrive. The music and everything is messed up in it. I also have the C64 port and that one is actually quite amazing. I need to download the Sega Genesis port and play it from my everdrive on that console.

I honestly didn't think much of it back in the day. To me, It was just a random sprite that was used for the death sequence animation and held no other meaning. I was working to beat the game and it wasn't important to me. I didn't spend much time thinking about it because it didn't change anything in the game. It's pretty cool how much detail went into some little thing like that, though.

Have you tried corrupting the game using a corruptor program like Vinesauce ROM Corruptor? It's basically like a pseudo random Game Genie code generator and it works well for most 8/16 bit games. Creating corruptions using a corruptor is much easier than typing in random Game Genie codes.
