Now you just gotta find a way to get the surface to break, get the wire back to the top of the form, form a new surface, and finally squeeze the tips so the wire moves with the surface tension, all without spending more energy than was generated from the surface tension. At that point it can be considered free energy. Obviously won't happen because there was more work put into allowing the movement to happen than energy in the movement itself.
