You need to understand where you can find HR managers. Definitely not instagram or facebook, right? I see here LinkedIn, where you can find job title + Reddit (every HR subreddit). On LinkedIn send a friend request to HRs, just to expand your network. But don't sell from the first message. Then start to create content around your SaaS, something like "My SaaS helped HRs to reach X in X days". Simple content, just an image created in Canva and 4-5 sentences of description. This way you will warm up your newly added HRs, as if they're active on LinkedIn, they will definitely see your posts. And after several months do a pitch through DM or show your case study and ask them to leave a comment, something like "If you want me to share a free template (for example), send "+" in the comments". I hope you've got my idea. And the same thing with Reddit, find subreddits where HRs ask questions, and answer their questions first, and after some time do a pitch through DMs, offer discounts, free things. I would start with these strategies.
