I read that likert scales data should not be used for parametric test and interval is better. But but I see research papers using 5 point and 7 point likert scales for SEM and regression etc. if I am Aiming for a high quality journal, how do I create an interval scale for measuring attitudes?

That is a great question. There are advantages and disadvantages for using Likert scales for parametric tests. At the end of the day, you should be able to justify why you chose a certain scale and its benefit over other methods. What you derive out of your chosen scale, the findings, analysis, and in-depth discussion is what the high-quality journals want to see (Make your Abstract strong as well, that is what most Editors read to decide if your paper fits the scope of the journal or not).

I'm making a PhD proposal for a scholarship, dear sir, plz help me in this regard. I intend to research about the victims of Partition 1947. For that, I will conduct interviews with partition victims. So, I am planning to use oral history in research methodology. But what should I write in the analysis part? I mean is it also a kind of qualitative analysis? For the theoretical framework, I will use the intersectional theory. I'm struggling in the analysis section, all the other six qualitative analysis approaches do not properly address the issue because my topic is primarily about history.

No, nothing like that. Its an experiment at the end of the day. As long as you can justify why your chosen research design is the best way to study, it should be fine.
