I was a Senior Inspector of Works on the North bound Blackwall Tunnel refurbishment back in the 90s. The tunnel would be closed overnight and the South Bound Tunnel used as two way traffic, the police would assist by stopping traffic in both directions while the contractors placed signage and cones at both ends of the South Bound Tunnel. While the traffic was at a standstill the police would walk the line, finding many untaxed vehicles etc. plus quite a few drunk drivers, they would be dealt with after driving through the two way system. A police car would lead traffic from each side to effect the change over. This would of course be repeated the next morning to reopen the Old Tunnel. A breakdown truck was on standby for any breakdowns, shunts etc. again the police would attend and catch a few more illegal vehicles/drivers.
