DEEP refers to herself as many. Neon could be part of their group and sent to spy on Rapi. I like to think Neon is just really dumb and continues to deflect suspicion because of it. Maybe DEEP even picked her because of her stupidity.

One point worth mentioning is that Neon herself didn't even know about the glasses herself. Elegg had to teach Neon how to use them, meaning that its unlikely that she is actually related to the glasses. It is entirely possible that Neon had multiple personality disorder similar to what happened with Marian. But Neon, as neon, being spent to spy on the commander is highly unlikely.

As far as I know, though she has mentioned constantly that she is a spy, Neon had never once mentioned who she was spying on behalf of nor what information she was looking for in particular. Even though she is classified as an Elysian brand Nikke, that may not actually be true or at the very least a cover. Regarding Ingrid in this matter, not much adds up, sure she is sharp like a blade but there have been times when things have gone under her notice. Take the incident involving a member of Tetra lying about collaborating with Elysian to create a Nikke instructional video for example, when the commander texted with Ingrid directly about the matter, she had no idea this was happening, nor did she approve of it. Not only that but Ingrid is practically a trusted confidant along with Anderson at this point. On many occasions, if the commander and his counter squad weren't being completely transparent with Ingrid and Anderson about sensitive information such as Rapi's failed memory wipe, Ingrid and Anderson were sometimes going out of their way to support the commander in missions such as saving a Heretic of all things. With so much trust between them why would Ingrid still even need a spy for, let alone not tell Anderson and the Commander the truth even if Neon being a spy was made obvious.

I think D.E.E.P is part of a hivemind and most likely AI. I have heard all the references about Neon being D.E.E.P but I think she could be Enikk or part of a group that includes Enikk. Also what if D.E.E.P never picked Neon but instead is working with Ingrid. Ingrid would of been a good choice because Ingrid could now keep track of Rapi since she was no longer part of Absolute and D.E.E.P would have a set of " eyes " on the surface and Rapi also. Also knowing what we know now about us Commanders it would make sense for a protector of the Arc to want to know what's going on with us too.

I forgot to mention a second point for the last bit of the video (comes with me just yapping into a mic without a script). So here’s the last point: Topic: why did D.E.E.P pick neon because of her Elysion affiliation? Point 2: It’s not like neon is particularly spectacular in combat, making her less likely to fall in battle. This is mentioned numerous times by Eunwha about the team’s performance, saying that Anis and Neon are not pulling the same weight as Rapi in combat. So why entrust a less than spectacular Nikke with high end technology?

The anonymity of Neon has always bothered me. She's the one Nikke in the Counters squad who has very little to go on. Her nimph could have been altered to be a puppet. She could be a great liar/acter. It's going to be learn more about the Counters kind of year, like Anis and her Pretty era and we learned more about Rapi's backstory. Looking forward to more lore dumps!
