It originally started out as a wager to see if Shadow can escape from a straitjacket, then Rouge seized the opportunity to kidnap him. I did a series on it on DeviantArt called 'The Wager.' which I won't link. I'm not going to go into details as I see you're a bit too young to know about that sort of stuff so I'm just gonna leave it as that. I'm just going to put the age restriction thing on this video as I should have done when I uploaded this video....

Pretty nice that even though it's in a phone call, it does look like a piece of evidence that makes Starkweather a genuine liability to his own downfall along with the Chief and possibly Carcer City PD as a whole since now the Journalist got all she needs to take down the former, but unintentionally the latter. This little video could lead to Chief Shaffer breaking down in court and having him behind bars for good once the public from Liberty City, Vice City to Los Santos finds out about it.

The officer talking to him is Gary Schaeffer. The chief of police. It's a shame we didn't get more out of Manhunt. A lot of interesting ideas that could have been expanded on.

It's up to the fans now. Rockstar ain't coming back to this. We're lucky we have what we do; this game was VERY controversial in 2003.
