Queen is a _really good_ antagonist, especially considering, from any perspective besides the lightners, she's _not_ an antagonist. She loves her people unconditionally. Everything she's doing is _for_ her people, and her city. She knows she needs Noelle, but does everything in her power to make her as comfortable as possible, despite everything. Not because she needs to, either, but because she really does care. Her heart was never in the wrong place. She was doing everything logically based on what she knew from the knight's actions. She just didn't know what expanding the dark world _truly_ would've done because she didn't have that information. (That is, if Ralsei is actually telling the _truth,_ which I highly doubt.)
