I don't know what you have 150 of. If you mean ping, try finding a server in your region (close to where you live), and try to move your device closer to your wifi router, or your router closer to your device. And dont use VPNs.

And, how do you join specific factions? Cuz i'm doing Rebel tasks and it says i'm still an Outlander. Do i need to get to influence 100 or smth like that?

To get into the rebels, you need 50+ reputation, and to get into the vultures, you need -50 rep or less. You only need to have exactly 100 influence (or -100 influence) to start a Vulture Warehouse Raid, or a Rebel Hideout Raid.
