I fully agree that adult-use cannabis products should not be advertised in areas where youth may be exposed. The decision to post flyers in certain neighborhoods, especially in places like Little Italy in the Bronx, was ill-advised on the part of the dispensary. However, I believe they should be given the opportunity to rectify this and demonstrate their commitment to being a responsible part of the community. I know David and Pam Nicponski personally, and they are dedicated individuals who faced significant challenges in getting their business off the ground. Like any other industry, cannabis businesses deserve the chance to integrate into and contribute to the communities they serve, provided they meet the same standards as other local businesses. As an active member of this community, I am formally requesting an interview with Mr. Vargon to provide more insight into the realities of the cannabis industry. It is important to understand the culture, contributions, and economic potential that cannabis farmers, processors, and retailers bring to New York State, which is fast becoming a global hub for cannabis innovation and commerce.

My friend has been living close by in the town of Napanoch for several years, and this is where the once a day (and no weekends) bus that is closest to his home stops. Having driven up there a few times with a friend of ours, on one occasion, in doing a search for a coffee shop after seeing the closest diner was shuttered and closed, we were directed to what looked like a general store out of the 1960s that had an urn of (terrible) coffee up front. At no point that we've ever gone up there over the past decade has anything changed for the better, so yeah, going there to die is the only reason to ever visit that town.

Four generations of my family lived in that neighborhood for various periods of time, some for a few years, some decades, some their entire lives, and there are many other families who can say the same. If they were serious, they would have bought up all the commercial and residential buildings all around the neighborhood and renovated them over the years, instead of fleeing to the suburbs in the 1960s-1970s and beyond while only maintaining a few businesses on a few streets. So what? So, as it stands, they have no legitimate complaint and no sympathy. One hundred years is not that long of a period in the long sweep of history and human landscapes can and do change quickly.

My issue as a member of the community since 1977, is how sneakily they allowed that business to open in the first place, never announcing a community board meeting to even discuss it. There are a number of us who still live here, and Joseph Padilla, Jr, had he been elected would have voted no on Naponski's doing so. The BID, Bronx Community Board 6, and I'm pretty sure all of the local politicians are also in on it. If Ritchie Torres were still the District 15 rep it also may have gone differently. I've spoken with Joann, Jerome's wife who both own and operate Gino's Pastry, and others in our generation and we've come to the conclusion that once our generation is gone, so too will any true vestiges of the *real* Littly Italy. If I recall correctly..."The Letter" was The Top Song Of All In 1967. I was truly surprised as I heard the countdown..I thought that, "Light My Fire"..."Respect"..."Ode To Billie Joe"..."To Sir With Love"...all were stiff competition...as im sure were "Release Me" and "All You Need Is Love". I always felt that, they wouldnt select a song that was under 2 minutes long...but, The Bix Tops whom I love, proved me wrong. Like a good number of the Fordham University students and tourists who come from out-of-state, or wealthier, more affluent areas of Upstate New York, Nicponski has no respect or interest for the residents here. He is clearly capitalizing on his own marijuana convictions from when he was a teenager, and not surprisingly living in upstate New York with mommy and daddy, to open a legal weed dispensary down here in The Bronx that caters to Fordham University students and tourists who come from states where recreational marijuana use is still illegal. You can tell by his attitude, tone and avoidance of the actual issues that his goal is to make as much money as he can from as many "locals" (as the F.U. crowd calls us) as he can while those students are back home for the summer.

@@Ardnightian If you look at the state regulations below in Section 8, as per the New York State OCM (Office of Cannabis Management) regarding the necessary information the store owner needed to have listed in his advertisements you'll see he has NONE of them. In addition, a week after this video was shot there were new fliers that were placed a block from three local schools, and one on a car windshield directly across the street, roughly 30 feet from the Our Lady of Mount Carmel elementary school and 5 feet away from the middle school handball court and playfield. Looking in Section 9 below you will see the *minimum* distance required by state law to post these in neighborhoods where there are schools, and other areas regulated for use by children and teenagers, is 500 feet. The about "rights" that Nicponski has that you cite above are completely negated by the laws he is breaking by advertising as he does. *Packaging and Labeling & Marketing and Advertising Guidance for Adult-Use Licensees:* Adult-Use Marketing and Advertising 8. Required Information. Marketing and advertising cannot jeopardize public health or safety; make false or misleading claims; or be attractive to individuals under twenty-one. To protect public health and safety, most advertisements are required to include warnings and other important consumer information. The exact requirements depend on the nature of the advertisement. If the advertisement contains only visual elements (such as a magazine ad or a tweet that does not include a video) or if the advertisement includes both auditory and visual elements, (such as a television ad or Instagram reel) then the advertisement must include certain information and must display that information in a certain way. *a. The advertisement must include the licensee’s name and license number.* *b. The advertisement must include this warning:* *“For use only by adults 21 years of age and older. Keep out of reach of children and pets. In case of accidental ingestion or overconsumption, contact the Poison Center hotline 1-800-222-1222 or call 9-1-1. Please consume responsibly.”* *c. The advertisement must include one of these rotating warnings:* • “Cannabis can be addictive.”; • “Cannabis can impair concentration and coordination. Do not operate a vehicle or machinery under the influence of cannabis.”; • “There may be health risks associated with the consumption of this product.”; • “Cannabis is not recommended for use by persons who are pregnant or nursing.”; or • Other warnings as determined by the Office.* Licensees cannot use the same rotating warning in all their advertisements. The rotating warnings can be rotated in any manner the licensee chooses, but licensees must use them in a way that results in the warnings being distributed evenly among the licensee’s advertisements. It is acceptable if a licensee rotates warnings so that each warning appears on roughly the same number of the licensee’s advertisements in a year. It is also acceptable if a licensee rotates warnings so that each warning is seen by roughly the same number of people in a year. Other manners of rotation may also be acceptable, provided they ensure the warnings are rotated. *d. The advertisement must include certain New York State HOPEline information:* • The phone number: “1-877-8-HOPENY” or “1-877-846-7369” ; • The text number: “HOPENY” or “467369” ; and • The website (“oasas.ny.gov/hopeline”) or a QR code which leads directly to the website. e. The required warnings and information must be printed on the advertisement or, if the advertisement contains both auditory and visual elements, then the warnings and information must be read aloud. In advertisements mixing auditory and visual elements, a licensee may choose to print a portion of the required information while reading the remaining required information aloud. 9. General Requirements & Prohibitions. A licensee’s marketing and advertising may result in a wide range of advertisements. In addition to general requirements explained here, a licensee must also ensure that its marketing, advertising, and advertisements comply with any “Form-Specific Requirements” that pertain in the section below. *a. Marketing, advertising, and advertisements cannot be easily seen by individuals under twenty-one.* *Licensees cannot market, advertise, or place advertisements within 500 ft of an elementary or secondary school ground (as “school ground” is defined in the Education Law) or a community facility (such as a recreation center or facility, childcare center, playground, public park, or library). The distance between such establishment and a licensee’s marketing, advertising, or advertisements shall be measured from the marketing, advertising, or advertisement to either the nearest point of the school ground or the nearest entrance of the community facility.* *Licensees can only place an advertisement in a location where at least 90% of the advertisement’s audience is reasonably expected to be twenty-one or older. Licensees must have reliable evidence of the composition of the audience that will view these advertisements.* As explained in the “Required Documentation” section above; the Office may request information about the composition of the audience of any of the licensee’s advertisements at any time. *d. I did look it up and apparently there are statues of two Nazi collaborators, Stepan Bandera & Roman Shukhevych, and according to The Forward, "...in total, they helped massacre thousands of Jews & 70,000-100,000 Poles". @@conan1982 The main company in Ellenville was a govt contractor Schrade they made knives for the US military they were a main employer..... they left..... besides the Prison. I used to ride my horses in that area and there were Ukrainian summer camps scattered around the area and down near Accord. that was like 20 yrs ago

@@dojocho1894 That's exactly what the steel mills and industry was to Western Pennsylvania up until the mid to late 1970s. Once they were closed the surrounding towns of South Heights and Ambridge where my father's family were born, grew up, went to school and worked for at least two generations, became desolate ghost towns. It's depressing and sad what has become of our country.

Dude, what are you talking about, I love Gaby’s cafe its like the best restaurant in Ellenville. But also I think the point is there is a lot of fun stuff to do in the countryside around Ellenville, thats what that ad showed. The downtown is a bit run down, I’ll give you that.

@@dojocho1894 That's good to know. While I basically grew up, from the age of seven to eighteen in Manhattan and The Bronx, from my experience, and others I know who lived elsewhere in the state, most areas of New York were nicer places to live than they are now.

This video was one of two that I put together for an All Years Evander Reunion that was held on May 18, 2008 since the city had planned, and soon closed Evander Childs as a high school on June 30, 2008. Those who's photos appear in these were attendees of the event so they knew who they were. Unfortunately we did not have yearbooks from every year, but I believe had one from the Class of 1933 in which our oldest living guest was pictured.

Ellenville is an absolute gem in the rough and is on the brink of a major revitalization, having received major economic windfalls from land transfers as well as state and federal grants, and it's population and tax base has exploded since COVID. This sort of doomsaying is some super cringey boomer negativity. Why not contribute to a solution rather than bitching about the issues?

there are plenty of areas in NYS that are nice. The Adirondacks are very nice! Rhinebeck is wonderful, just went to Beacon ( Beacon Farmers Market & Beacon Flea Market ) two separate events. I always found Lake Placid nice. Many hiking trails, many State parks, camping, Lake George , Lake Champlain, the Long Island Shore. It’s a big State, get out there plenty to see.
