It does sample a Hitler speech, but the song itself is describing the suffering of the holocaust from both sides, the Germans, and the victims. The best describing lyric is; "A new era built on a foundation of death". It's from both the pov of the innocents killed, and the germans. The lyrics from the Nazi pov say things such as "Chosen blood...The only ones who can comprehend the universe". And the jewish/victim pov say things akin to: "The sound of marching footsteps bring us to our knees in fear...I drown in a dark ocean where no light reaches". The whole song paints the war as a loss of the future, religiously motivated and driven by ego. Hence "Lord Of The Flies" being the title. A lord with no kingdom left to rule once the goal is accomplished.
