In the US you can order 1000w kits on amazon and fit them on normal bikes. I built one with my grandpa back in highschool without any licenses and rode it to school. It hit 30mph easily on a full battery. You know, the government can't keep track of you 24/7. That would be extremely immoral for them to regulate whatever you do. You have more freedom than what the government says. The trick is don't get caught!
