The issue is that you think "Yeah, I'll just treat this like a Flying gym", but no, Emolga is only weak to Rock and Ice, and Zebstrika tanks these like a Steel-type. Speaking of gym leaders with tanky mons, Flannery's Camerupt and Torkoal could probably wipe the floor with those Emolgas.
