1 thing I dont know is why the use of it i#is totaly forbiden (I mean if there is a country (russia) that dont have sign it, why aren´t we alowed to use cluster amunition on a regulated level (only on military bases/Airports in military use for example) they will use it and it is super effective against things like that... the countrys who have sign it showed they are willing to reduce and in the end forbide it but just like other things its not posible to secure the world (UN) if we are regulating us and loosing the ability to defend us).
