This in no longer correct. The microchip no longer needs to be ISO certified, but must be readable by a worldwide scanner.

Thank you for your observation. Yes, the main requirement is that the microchip be readable by a universal scanner, which is most readily achieved when a ISO certified microchip is used and why the CDC specifies it. This is why it is listed as a requirement.

An oral declaration is when a verbal declaration of value is provided to customs authorities upon arrival. The value is what the importer says it is. Mind you, this means the person has to travel with the art. Realize that the customs officer will still ask for details and the responses will be recorded. In that moment, they can also still decide that a written declaration is needed, depending on the provided details.
