Well , human rights and human dignity are first and formost measured from contistitution of any country when it comes to democracies ( least said about dictatorships etc ) . India is federal structure and thus besides central constitution of India we have constitutions of every state . Now where dose India stand compared to rest of the democrates on human rights and dignity can be compared through constitutions of every country . Human rights charter of united nations has 20 commandments so to say and Indian central and state constitution score 100 / 100 when it comes to such commandments compared to many democracies who come short on such a charter including Japan or even England which is a semi democracy and chrtian state as per its constitution under a monarch . So when the human rights commission give put their ratings first and formost they need to sit down with every countries constitution visa vis their charter. Naturally 77 non democracies will be in last 77 automatically as they violate basic principal of human rights which is democracy . After that they need to compare each and every democrates constitution and then come out with their human rights protection. This is the right way to go about . For e.g if in any country rape is a declared crime and still rapes happen then its a crime and not human rights violation by a state . A state will catch the criminal and punish . In case if crime rates are very high like in usa will you put usa in the last of human rights protection list ? No you won't because usa is protected ting human rights through its constitution. Some times in democracies despite constitution projecting human rights there is state sponsored abuse of human rights and its constitution like it happens in pakistan or usa or in canda regulerly where citizens are threatened by rough elements who are protected by state . We see this regulerly in canda and now even in usa so then commission must come out with second list of state sponsored human rights violation against that countries constitution and Canada probably will top that list . And may be even Japan. Any way that dose not mean everything is hunky dory in india. We have laws in place but laws are not being protected well all the time across india and that too is one kind of human rights violation but india is a huge country and on top its democracy with federal system so law and order is state matter and its not nessery that we have good governance of law and order in every state . Multipal political parties run our 29 states so it's possible one state is trailing in upholding human rights compared to other but our constitutions are stronger then any country on human rights be it central or state constitutions thus intention and laws both are very clear on protecting human rights based on human rights charter of united nations .
