Not enough room for goldfish and the bioload would be too high without a filter anyway. Without knowing your weather conditions, I'd recommend rice fish or mountain minnows. You could have a combination of both. Danios might be suitable and same for rasboras or guppies or endlers, but temperature is going to be a major factor in that consideration. Guppies and Endlers risk overpopulating the pond and throwing things out of balance so if you choose either you will need to keep an eye on that. If I were doing this I'd get a fine gravel or lava rock substrate in the bottom, ideally lava rock to provide as much surface area for nitrifying bacteria. Then I'd establish a black worm culture in the substrate to help manage the bioload - this would work better if it's done before populating it with fish. Then add ramshorn snails to help manage algae with some neocaridina shrimp to do the same. The shrimp and black worms will consume the ramshorn waste, so it would work as a bit of a closed loop. Then I'd add in the fish after that point. Be careful not to overstock the pond if you aren't going to have a filter or oxygenation via a pump.

Rice fish aka Medaka ! I have some in a bucket outside thru winter. No feeding and they survived then started feeding again when it got warm.

I would suggest looking into some rice fish. They are very hardy and tolerant to large temperature changes and will swim toward the surface as well, reflecting some pretty colors across the top of their backs. They're not picky eaters so they'll eat things like fish food and algae based foods. They are on the smaller side and like to be in small groups and very community friendly fish. I have some in a 10 gallon tank with shrimp and snails. The rice fish don't bother them at all. They're also not picky about space but do still be careful about potential overcrowding

And to reply to my other thing here, I would also invest in something that can cause motion in the water, either a bubbler or even a decorative fountain of some kind to help the water from going bad from just sitting but also to keep oxygen cycling through the water for your fish. Stagnant water is not good and will kill most fish over time, even some purely aquatic snails.

Often when people don't have a lid for their tanks, they don't fill the water level all the way up, in order to prevent fish from jumping out of the tank. And a paludarium tank is intentionally not filled up with water.
