Should have melted it off! We just figured out fusion with lasers but seems they are having trouble with the ballast.

The black stuff is a tar mixture and used to have higher levels of PCBs before the 80's. If the ballast overheated it would drip onto surfaces, be spread around during cleaning, and then touched by people all day. Possibly causing cancer.

I just replaced mine because it was buzzing. I wanted to take the ballast apart.. now I'm just going to throw them in the trash. Thanks for saving me a bunch of time

It's called "Pitch". Here in New Zealand a couple of businesses had fires caused by these. If they overheat enough the Pitch liquifies, even hotter it can combust and drip fire. Think burning styrofoam or plastic. Firefighters have warned folks to be vigilant regarding these antique ballasts.
