If I catch someone pickpocketing me am I allowed to assault them?

No. Definitely don't recommend doing that. Apart from the police issue the Pickpockets don't work alone and often have security.

It can be. Definitely need to be aware. Not scared but paying attention. They try to target people who don't seem to be alert.

I get the feeling that there is no great clamor to eliminate pickpockets in Italy. I once had a very telling conversation with a lady while we were riding the Circumvesuviana train out of Naples. Me. I have been told that there are usually pickpockets on this train. She: Oh, it is true. I ride this train every day and am robbed about once a year. Me: Really? Why would Italians tolerate such a thing? She: Well, thieves have to eat too. Stealing is their job. This laissez-faire attitude may upset tourists when they lose their money and important papers, but it becomes a norm in many places in Europe.

Yes it's a bit unbelievable that this has been allowed to flourish. It is a major stain on the major cities right across Europe. There is a new specialist police unit in Rome being formed to deal with this on the Metro etc but it isn't in action yet.

After being subjected to an attempted pickpocketing in the notorious Termini station, I bought "pickpocket proof" pants. Worn them with confidence many times since then.
