you can get loads of somber smithing stone 7s in the dephts there are like at least 10, so you can pretty much get an fully upgraded wepon after you kill Radhan

Its to increase the percieved value of a somber 7. At face value each stone is only worth its own upgrade level. But since you get bottlenecked at 7, it makes sevens worth a 7, 8, and 9 upgrade. This gives our weird little brains a bigger dopamine rush because instad of upgrading little by little we get to upgrade a lot which feels way better.

Its to soft lock the players, btw the +10 somber is easy, just do the varre quest line and loot a chest on detroit, and even with the softlock, you can easily kill the godskin on volcano manor w a +6 bloodhoud's fang, a couple of tries patience and a good summon and you are good to go
