There's a lot going on, but I'll try: The narrator is an alien who has a short life cycle, so he and his family wanted to steal the Doctor's remaining life so they could live longer, the Doctor ran away and hid from them, but at the end of the episode the alien finds him and realises the doctor would have destroyed them but ran away in order to spare them, hence this monologue, the clips are not particularly related to that episode tho, in the end they caught him so he trapped all of them in specific ways that would make the alien family live forever but seperate and suffering which is what the monologue is about

The clips don't contain anything that can be explained except the laws of time part: the guy speaking is the doctor, he is an alien his people are/were called time lords they made sure time kept going safely until they were all wiped out except for him, he followed the rules his people used to ensure time kept going safely, but in that clip he realised that being the last time lord meant he could bend or break the rules of time however he wanted

The Doctor is a character from Gallifrey, and their species are nicknamed as 'time lords.' He was the one who destroyed Gallifrey in the time war between the time lords and Daleks (enemy of the doctor and time lords). He has trauma of the event and has to live with the fact that he killed his entire species. He's the last one left. The show is called Doctor Who (2005) on BBC This scene is about him letting Family of mine (a group of characters who are evil and wanted to be immortal) get immortality, but not in the way they wanted. He trapped them basically in a prison for eternity of sorts, for example trapping inside of a star's gravity or suspending them in one moment of time for eternity, causing them to live eternally sad or whatever. The second clip is in Water of Mars, a special episode of the show. In this episode basically there is a space crew on mars. They’re supposed to die because it’s part of history. But the Doctor doesn’t want them to die, so he decides to mess with time and save them, even though he knows he’s not supposed to. That’s when he says, “The laws of time are mine,” The reason why the crew wouldve died is because a bacteria is inside the water so if you touch it at all you turn into some weird creature that has a black mouth and some weird cracks of stone ish looking things on the face. They leak alot of water and plan on taking Earth for themselves since it has alot of water. This is the same episode where he says he is the time lord victorious, the winner of the time war, instead of a survivor, showing more arrogance and whatnot
