There are 2 3 options by which we can lock the record 1. Trigger before update(Best way) 2. Flows before event 3. Validation rule where condition is the record should not be isNew(). I think validation is enough to avoid update on field

What does mean by status inactive here? Please tell this We can use isNew() to check record is in inserting or updating stage Flow (Object or field).addError in trigger to prevent from updating a record.

waiting time for external callouts, processing time for database operations like dml, fetching data with soql/sosl is not considered for cpu timeout limit. but time to execute apex code including library functions are considered in cpu timeout limit

Soql,dml, call-out time is not covered in cpu time,cpu considers time consumed by code in other activities, for testing purpose u can use for loop from int i =0 to i<100000000,this will give cpu time limit error hence we can say how code written is considered under cpu time calculation 😊.
