It’s funny cause I found a way to get the feather in world 6 (normally you can’t get it until world 9). In world 6-A, there is the green switch palace, and if you freeze and enemy with the ice flower, you can throw the ice block at the green (!) blocks to get feathers. Used this to get feathers every level until world 9 when you actually get them.
