lay the map layout first, then populate it with towns, cities and farms later, similar to how they did in san andreas map it will a lot more time to populate though, good luck to dev

The mod is still in development, it is not even in beta yet, with the passing of updates the map is being filled with new cities and other things.

Great work on the devs part. However, I hope they work out to give the countryside some character, like placing gas stations, fast food chains, and miscellaneous stuff like different crop fields, lakes, parks, road signs, etc. randomly across. They can also go around adding legends and myths too. Can't wait to see how the final version looks like.
