He was hard for me to but i never gave up and beat him and in new game i realize he is so easy if you use this with R2 and L3 to break the wind and you get this item in chapter 2 you only have to activate ind second boss phase when he start the tornado then very easy

Get the wind tamer.. it will help massively! Especially when he tries to summon wind and those tornadoes. And you can use it sometimes to just stun him and make him confused on how you did that and which then gives you a chance to do some combos on him.

pro tip: you could always use cloud step to dodge and build up focus, and using vessels can cancel boss's change in phase. ie. for this one, use Wind Tamer when he is spinning sand storms
