Suburbs are unnatural and are therefore inefficient. They are the product of the automobile. They have too few people to maintain city level infrastructure, and have too many people to survive off of countryside level infrastructure. Now that the US no longer owns >40% of the global GDP, it can no longer sustain most of these suburbs. In England they made the conscious decision to avoid suburbanization and urban sprawl by implementing green belts. The US also pays people to live in flood zones through the federal flood insurance program...we as a culture tend to throw money at a problem and end up pissing our wealth away on allowing people to maintain their homes in unnatural areas. De-suburbanize the worst off areas. In the middle areas, boost up bike paths and mass transit to the cities.
