These transmissions sound like a communications school somewhere in the world . On frequencies not available to the civil public . But notice , these transmissions could be heard in the open ( no encryption ) . But essentially , this is the exercise , Announce who you want to talk to TWICE , and then announce yourself once . Send your message , break at the middle of the message , ( reason unknown) announce stand by , and start over . State the message again , as you heard in this video . When the message is complete , announce OVER . . But this whole process requires complete concentration , to get it right the first time . The reciever must say the message back to the sender , to assure correctness . ( accuracy counts ) . If the receiver ACKNOWLEDGES and no correction is need , then the communication can end . If correction is needed , party 1 sent but party 2 didn’t get it all down . Party 2 can indicate where his missed , and Party 1 can say I say again all after . These messages were too long . And make both parties volnerable to attack . KEEP IT short , sweet and to the point to avoid direction and distance detection . In other words , one word deployments . Representing whole sentences or paragraphs .
