The neon tester does not require a large current; a tiny current, typically a few microamps is sufficient to light it up. So it can light up without a direct connection to the neutral/earth due to capacitive coupling and the potential difference between the test point and the user. When the user holds the neon tester and touches it to a live conductor, the tester uses the human body as a return path to ground, completing the circuit even without a direct connection.

I'm curious if there is no ground available at the apartment, how can we project from earth fault? Would connecting the lamps ground wire (green) to the RCD's input N terminal caused the rcd to trigger and protect a human from being hurt?

In my country Meter connection are left to right 1,2,3,4 1=L in , 2 =N in and 3 =N out , 4=L out !

I find this video educating. I have a similar fan as well but it's OX. I noticed at some point that the fan had stopped working. When plugged to a wall socket and turned on, it doesn't vibrate or work at all. I haven't gotten to open it to see what the problem actually is but I believe that the major reason why it's not working is because the capacitor maybe bad. Or what do you think would be the reason why all of a sudden the fan stops working? Thank you so much, God bless you for this video.

Why did you use 2P MCB primary breaker before RCBO when you can simply use RCBO as the primary main ?
