Yeah, people on Tokyo know the sailor guardians, they're very famous. At first, they knew only about Sailor V if you remember, in the first couple of episodes everyone at Usagi's school would talk about Sailor V. But now they're all famous. The Dark Kingdom is located at the north pole, on Earth.

Sailor Moon Crystal is basically much closer adaptation to the source material aka the manga than the original 90s anime which is more than Super Sentai or Power Rangers with monsters of the week formula.
