Well, Zangetsu isn't a just a regular Hollow hitchhiking in Ichigo's body. He was an experimental Hollow that was literally formed and created from the souls of several Shinigamis (AT LEAST two of those Shinigamis must have been Captains as well.) AND since Zangetsu is acting as Ichigo's main Asauchi, he continued to get stronger and stronger since Ichigo continued to get stronger and more skilled with each fight he won up until he finally faced Byakuya.
