Flash Fire is definitely better than Solar Power. You can bait fire moves with a pokemon like Scizor, and swap Typhlosion in for the fire move boost, then shoot off a mega boosted Eruption. Flash Fire helps Typhlosion get in to use Eruption, which is why that's the only ability it ever runs.
