Hello, it is a drop from the World Bosses. But since it can be exchanged for the tradable one (Sealed Part of Warsoul) at Supply point, you can also buy it from players.

@@bewdzinkisign6916 Hello, the currency is runics and if you are new and need to farm with free gear, you can farm in Phoenix Valley (PV) kzbin.info/www/bejne/oaCYoH98j9ObnLM Other farming places are: Arena (ok with free gear), TT but need some higher damage, Endless Universe (EU) but need good gear. Heavenfall Temple gives random rewards including a 7 day pick up all (make sure you get the mat to buff up to max). Use Illusion Stone to port to those places. Some players might use Shard of War as currency because it got value now but runics is the main currency.
